            The Capital Tax Collection Bureau (CTCB) is a Pennsylvania, non-profit corporation made up of Pennsylvania municipalities and school districts from Cumberland, Dauphin, Franklin, Juniata and Perry counties.  Each member municipality and school district appoints a representative (director) to our governing board.  Our board normally meets 5 times per year to conduct Bureau business.

 

The Bureau's main function is the administration and collection of the local earned income and net profit tax (EIT).  We are currently the EIT collector for 63 municipalities and 11 school districts in the counties of Cumberland, Dauphin, Franklin, Juniata and Perry.  We also collect or administrate the Emergency & Municipal Services Tax (EMST) for 21 and 4 of these municipalities and school districts respectively.  We provide full service delinquent collection for all our taxes along with various other computer services for our members. 

 

Our mission is to provide friendly, thorough and efficient tax collection and other services at the lowest possible cost.  We endeavor to do this not only for our client members and contractuals, but also for the taxpayers that we serve.  Our goal is to provide more and better services to an increasing list of clientele by relying heavily on motivated and caring employees, technology and ingenuity.

 

In 1966, The City of Harrisburg - Earned Income Tax Division, the forerunner of the current Capital Tax Collection Bureau was created to administrate and collect the new earned income tax for the City and School District of Harrisburg, Pennsylvania.  In 1969 it was reorganized into the Capital Area Tax Collection Bureau when many more municipalities and school districts became members thereof, although many were being collected on a contractual basis prior to this.  In 1987, the organization incorporated and its name was changed to Capital Tax Collection Bureau (although Capital Area Tax Collection Bureau was retained as a fictitious name).  Since its humble beginnings, the Bureau has added many members and has provided many services in addition to EIT collection.  The “Tax Division” started as an occupant in the Harrisburg School District Administration Building at 1201 N. 6th St., Harrisburg.  It was then moved to the Blough-Wagner Building at Reilly and Fulton Streets in Harrisburg when it reorganized in 1969.   It relocated to the current Harrisburg Division site in 1976. 

 

In 1983, the Carlisle Division was acquired with its offices at 16 W. Pomfret St., Carlisle.  This added another 15 municipalities and 3 school districts to our Bureau.  In 1994 The Carlisle Division was relocated to its current site at 19 S. Hanover St., Suite 102, Carlisle. 

 

In 2002 the Shippensburg Area School District and the 7 municipalities within its borders joined our Bureau, being serviced out of our Carlisle Division.  Our Bureau merged with the Central Dauphin Area Income Tax Office on January 1, 2002.  Members of the Central Dauphin Tax Office include Central Dauphin School District and the 7 municipalities within its borders.  The office servicing these taxpayers was retained and is now designated as Capital Tax Collection Bureau’s Central Dauphin Division.
